Jeff Carr - Chief Executive Officer

Jeff launched his career by investing 17 years with the Bresee Foundation; a faith based non-profit organization serving one of the poorest and most densely populated communities in Los Angeles. Beginning as an intern with a bike and a basketball, Jeff met local kids in parks and playgrounds, and invited them back to the church gym to play ball, get some help with homework, and build friendships in a safe place, where people were not defined by the block they lived on or the colors they wore. Under Jeff’s visionary leadership, Bresee Foundation became a cornerstone in the local community, as the Bresee Community Center brought concrete opportunities to youth and families including access to state-of-the art technology, a health clinic, youth development programs and family support.

Most recently Jeff was the Chief Operating Officer of the 2015 Special Olympics World Summer Games, the largest multi-sport event held in Los Angeles since the 1984 Olympics where over 6,500 athletes from 165 countries competed in 25 different sports over a 12-day period. Prior to accepting this position, Jeff served four years in Los Angeles Mayor Antonio Villaraigosa’s administration. As Chief of Staff, he managed all aspects of the mayor’s staff operations, including direct oversight of Homeland Security & Public Safety, Gang Reduction & Youth Development, Strategic Partnerships and Budget & Finance.

Jeanne Farr, MA - Chief Programs Officer

Jeanne is a recognized leader in the disability services field in Oregon. For more than 30 years, she has worked in nonprofit organizations, serving people with developmental disabilities. She is recognized throughout the state for her skill in fostering collaboration and for her legislative advocacy on behalf of people with disabilities. Jeanne has a graduate degree in Intercultural Relations from the University of the Pacific and has been with Albertina Kerr since 1993. As Chief Programs Officer, Jeanne oversees Albertina Kerr's disabilities services and mental health programs, leading Albertina Kerr's programmatic efforts to help us achieve integration between our varied programs. Prior to this role, Jeanne served as Albertina Kerr's President, Disabilities Services & Strategic Projects where she had the responsibility for the 24-hour oversight of a wide array of services for more than 200 people with developmental disabilities across a five-county area. Jeanne has served on the Board of Directors of the Oregon Rehabilitation Association and is a member of the Oregon Developmental Disabilities Coalition.

Owen Gibson - Corporate Compliance Officer

Since 1998, Owen has worked to better the lives of some of the most vulnerable children, families and adults in Oregon.   Owen graduated from Lewis and Clark College with a Master’s degree in Counseling Psychology and worked as a Gang Outreach Specialist helping youth find alternatives to gang life.  He worked in tandem with the Mayor of Gresham and Gresham Police to unite 14 churches in Multnomah County to provide after school resources for at risk children.  He also worked with homeless families as a Case Manager in Multnomah County and as a Child and Family Therapist at Trillium Family Services working with children severely impacted by mental health challenges.  He has taken on several leadership roles including site manager of Eastwind Center, an agency providing multidisciplinary and multi-agency services to families in East County and also supervising Janus Youth Program’s Runaway Youth Shelter for Multnomah County.

Owen came to Albertina Kerr in 2007 as the Manager of Day Treatment Services.   He has taken on several roles at Kerr including supervising therapists in the Crisis Psychiatric Care Program (Subacute) and leading the Access Center to improve access for children and families into Kerr’s Youth and Family Service programs.   Owen accepted the role of Corporate Compliance Officer in 2016 to lead the agency wide Quality Improvement and Compliance department.

Craig Rusch - Chief Information Officer

For the past 17 years, Craig has been addressing the technology needs of for-profit companies and nonprofit agencies. Craig began work as a programmer and then manager for Andersen Consulting, working for telecommunication clients such as Bell Atlantic. Upon relocation to the West coast, Craig managed the implementation of one of the earliest forms of Movies on Demand for Tele-TV, a joint venture between Bell Atlantic, Pacific Bell and Nynex. After moving to Portland, Craig was the VP of Technology at two startup ventures, Active Arts and, before leading Nike’s Business-to-Business Internet strategy group—a project which has resulted in more than $1 billion in online sales.

Jerry Hoffert, MBA - Chief Financial Officer

Jerry was appointed Controller of Albertina Kerr in 2005 and promoted to CFO in 2007. He had previously worked in the Albertina Kerr finance department for eight years, beginning as a staff accountant and leaving in the position of Accounting Operations Director. He then worked for a year as the Assistant Controller at Morrison Child and Family Services. Jerry earned his Bachelor of Science degree in accounting from Linfield College and his MBA from George Fox University. In 2010, Jerry was named one of the top three nonprofit CFOs in Portland by the Portland Business Journal. Jerry is also a board member of United Cerebral Palsy Association of Oregon and SW Washington.

Jodi Lippert - Chief Development Officer

Jodi is responsible for Albertina Kerr's fundraising, marketing/public relations and volunteer efforts. She brings 20 years of experience working with social service, arts, health and youth non-profit organizations to advance their development efforts. Prior to joining Albertina Kerr in 2004, she worked for three years as the Director of Development for Ballet West in Salt Lake City, where she directed a $12 million capital campaign. A native of Minnesota, Jodi is a graduate of the University of Oregon and earned the Certified Fund Raising Executive (CFRE) from the Association of Fund Raising Professionals.

Matthew Warner, MBA, SPHR - Chief Human Resources Officer


Matthew Warner joined Albertina Kerr in 2008.  His previous positions have included a variety of human resources and general management positions in for-profit healthcare, business services, and consulting.  He is a past President Southwest Washington SHRM, a local chapter affiliate of the Society for Human Resources Management.  He earned a Bachelor of Arts in Social Science from Thomas Edison State College and a Master of Business Administration with a Management and Strategy focus from Western Governor's University, and he holds Senior Professional in Human Resources certification from the Human Resources Certification Institute.  He was included in the Vancouver Business Journal’s 2013 group of “Accomplished and Under 40” professionals, and received the 2014 Distinguished Member Award from the Northwest Human Resources Management Association.

Linda Schmidt, MD, Medical Director - Youth & Family Services Division

Dr. Schmidt previously served as an on-call psychiatrist to Crisis Psychiatric Care and as a consulting psychiatrist for other Albertina Kerr youth services. She holds a doctorate in medicine from the University of Massachusetts Medical School and completed her general psychiatry residency training at Harvard Longwood in Boston before moving to Oregon to complete her training at Oregon Health and Science University Child & Adolescent Psychiatry Training Program. Dr. Schmidt has more than 10 years of experience in the field, most recently having spent the last five years with Providence's Child & Adolescent Inpatient Psychiatric Program. In addition, she has worked at Providence St. Vincent Adolescent Eating Disorder Program, Trillium Family Services and Kaiser Permanente.
